Redo (3 finger tap) is not working for me. If I go into full screen, it works until another action is performed.
No longer works for me either.

Cannot replicate.
Hmmm… Toggling the tool panel from one to multi-column also temporarily fixes it. But after making another stroke the gesture is broken again.
I tried removing the redo keyboard shortcuts and turning off the two three-finger gestures (light and radius). Also rebooted my iPad… Please let me know if there is anything else you would like me to try 
This is a 16.1.1 M2 iPad… The hover issues appear to all be fixed tho! Thanks!

Ok yeah, that’s it… Back to disabling the hover feature I guess 
Wow that was quick! Looks like the fix for this was snuck in with 1.70
