You’ll need to give more context. What have you tried? What reference are you using? What don’t you understand? What tutorials have you tried to follow?
First things first, search for references.
Start with sphere and with trim tool on the front view define a basic shape, move to the left side and trim the shape, then start sculpting, trim the eyes shape and mouth, and with the move tool adjust volumes and redefine the shape. Tube tool to create horns and jaws. Keep copy of the base before start sculpting to duplicate and create variations over the base.
