Painting on layer doesn‘t use alpha channel

When I paint on a models base layer with a texture image with alpha it blends nicely but when I try it on a layer it makes the alpha white and not transparent anymore. Am I doing it wrong or is it a bug. I will make a video to show what I mean.

Can you try in nomad - WebAssembly to see if you replicate the bug?

Same thing. Used the alpha nomad logo. As soon as it is on a Layer the alpha Channel is ignored.
