Global symmetry independent of current selection

Hi I propose switching symmetry from a per object setting to a global setting something like this

Being more “passive” would make some important operations possible:

:black_small_square:︎insert clone tool: another object’s local pivot could be used

:black_small_square:flip one object on the local axis of another

:black_small_square:use another object’s symmetry easily (for example painting the scale around a dial on the surface on a device)

I think besides some downsides (having reenter the axis settings) this would offer added features.

In case this is not a good idea, what would be some other ways of doing the operations in the list above?
