Is this intended to be possible?:
- Create mesh
- Create vertex offsets on layer
- Don’t change vertex count (vertex order stays the same?)
- Import mesh variants to Blender as shape keys

You can export glTF, it supports layers.
Blender only supports offset, not painting.
