Is it like a tool for instant retopology or it’s only for turning triangles into quads for other reasons?
Why not simply go to the official site and read it up for yourself? 
If you cannot understand it by text, youtube has a lot of examples - why it is useful in some cases, for some workflows…
Otherwise: if you cannot see any uses for you: that’s totally fine and totally normal.
I see myself in the last group - however: for some it is the exact opposite. I really appreciate, that Stephane makes it an optional purchase, as many want it! However, for me it is not of any use - so I will not buy it.
Just look at Blender: thousands of Add-ons, and thousand-1 makes no sense for you - but for many, some add-ons are especially useful, save a ton of time. But for most: a totally wast of money…
To answer your question: no - it does not only turn tris into quads. There is a reason, why retopology is a field for it’s own…
