I just ask me if it woulb be possible to development a remesh-tool that not remesh all selected meshes together but only selected region.

Have you tried Dynamic Topology?
Dynatopo only change the topology. It doesnt combine two parts together.
That is, what I mean.
So… Boolean, then DynTopo where needed?
A feature to do it would be nice, yes. But using other tools may get you there in the meantime.
