How can I make a panoramic background rotate with the figure?
Render menu → environment → disable “attached to the camera”

Excuse me Stephomi, but I can’t find that menu and those options … Is the render menu not “post process”?
Render menu is the icon with a sun, just scroll to the bottom (with PBR option on)

but deactivating that option still doesn’t rotate the background …
do you have to do something else to make it rotate?

It’s not possible to rotate the background picture. Only Environment allows this.
Ah ok I thought it was an HDR that was displayed on the background.
If your image is a panorama you should import it as an environment.
You can find some in HDRIs • Poly Haven (simply take the 1k hdr ones, Nomad resize them anyway).
