This allows to create dynamic and painterly effects. Fantastic to create handpainted texture in an artistic freeform organic app such as Nomad.
So 5% hue jitter would randomly select a value between 5% of the currently selected hue value. Giving each new stroke of blue a slight variation of that color/hue. Making it look much more natural than a solid color. Which almost nothing is.
