I have Snap selected, but for some reason my objects are not spapping to the grid or to one another.
Did I miss a step or is there another option that should be selected for this to function?
You selected ROTATION SNAP - it’s for rotating with gizmo.
Grid snap only works when the view is ALIGNED and ORTHOGRAPHIC - tap view cube e.g. FRONT VIEW
And you need snap magnet next to view cube…

Is this snapping option context dependent?
Do I have to be in a specific mode to see it?
Those snapping options only show up when you are using certain tools, such as Tube or Lattice. They also show up when using the Gizmo, but only in orthographic views (front, back, left, etc).
If you long press on the Grid button you can see and enable/disable the snapping options related to the Grid:
