Folding back fabric

I’m trying to make a coat that is drapey - a duster. I’ve been going mad trying to pull the edge back over itself to create a lapel and thought I’d try adding a tube to the edge of the material (Plane) and split it for the lapel. Am I heading in the right direction here? Or, is there a way to pull the shape back with a sculpting tool that is quick? Or am I just being too impatient? I’ve been using the drag and move tools. If adding the tube or other primitive shape is the way to go, is it better to join it to the main body of the coat after it’s mainly shaped?

I know there are kits for material, but I prefer to do this manually.

The character reference is rough, but I hope you can see the very wide lapel that I’m trying to do.

I’d be doing it this way but mask (and blur the mask) first—then use the transform gizmo. You may need to adjust the pivot point before each move. Also, make sure you are doing the big shapes early so you can remesh easily without losing detail. i.e. concentrate on the details after you have the general shapes

Another point, is you may want the parts curled over to be a single polygon thick so you are able to control it overlapping itself easily. If you take this approach you could then extract it with thickness afterwards.
